Move historical patient-linked records to BHW Cloud
This protected tool checks every older CrewOS relationship against the canonical Google Cloud Patient Registry. It never guesses a patient. Shared contacts, mismatched IDs, and incomplete identities are held for review.
First step: preview only. No record changes during preview. Applying a section saves only its Cloud-verified rows; blocked rows remain in the legacy source and stay marked not saved. Applying does not message patients or post migration notices to staff chat.
